Nursing home approved

A 64-bed skilled nursing home can be built in Lisbon.
The State Facilities Council, at a meeting in Des Moines on Tuesday, approved ABCM Corporation's plans for the nursing home. ABCM, which also operates Hallmark Care Center and Cherry Ridge in Mount Vernon, hopes to build the facility in Novak Estates, on land adjacent to Lisbon Road.
Lisbon mayor Beryl O'Connor announced the State Facilities Council's decision Tuesday afternoon. O'Connor traveled to Des Moines for a hearing on the proposal, and advocated for the project for its economic development impact. The proposal indicates ABCM will make an investment of $8.4 million and create nearly 40 full-time equivalent jobs.
The specific action by the state council this week was of a Certificate of Need for the proposal. It's part of a regulatory process to make sure that the health care system in Iowa is adequate and efficient, but not duplicative.
ABCM, which is based in Hampton, announced its Lisbon plans in the spring with an initial application to the state.
The state board first heard the proposal in late-April, giving ABCM more time to further prepare its application.
Over the summer, Lisbon's board of adjustment approved a special exemption to allow for a nursing home in the Novak Estates Development.
ABCM has already purchased property in the development.
